On 24 February 2026, the United Nations General Assembly convened the resumed 11th Emergency Special Session on Ukraine, marking the fourth anniversary of the conflict. The session provided an opportunity for Member States and observers to reflect on the continued humanitarian, political, and security consequences of the war, and to reaffirm the international community’s commitment to peace.
Throughout the debate, widespread concern was expressed regarding the severe and ongoing humanitarian impact of the conflict, particularly on civilians and children. Delegations drew attention to large-scale displacement, the destruction of civilian infrastructure, and the disruption of essential services, including electricity, heating, water, food supply, and healthcare. The need to uphold international humanitarian law, protect civilians, and ensure access to life-saving assistance featured prominently.
Addressing the General Assembly, H.E. Ambassador Paul Beresford-Hill, Permanent Observer of the Sovereign Order of Malta, underscored the profound human cost borne by the Ukrainian population over more than four years of conflict. He emphasised that, even in the absence of a ceasefire, the protection of civilians must remain an absolute priority. Highlighting the compounded impact of infrastructure damage and harsh winter conditions, he drew attention to the heightened risks faced by vulnerable groups, including children, the elderly, and those requiring medical care.
Speaking as both an Observer and a humanitarian actor present on the ground, Ambassador Beresford-Hill recalled the Sovereign Order of Malta’s long-standing engagement in Ukraine, where it has been active for over three decades. Since 2022, the Order’s humanitarian response has grown into its largest operation since the Second World War, delivering food assistance, medical care, shelter, rehabilitation services, and mental health and psychosocial support to millions of people affected by the conflict. These efforts are guided by a single objective: to preserve human dignity and alleviate suffering wherever it is found.
The Ambassador further warned that humanitarian action is becoming increasingly challenging, as needs continue to rise while access constraints and funding pressures intensify globally. Calling for renewed solidarity and shared responsibility, he recalled that compassion must be expressed through action, not words alone.
The General Assembly also adopted the resolution calling for a just and lasting peace in Ukraine, reflecting the continued engagement of the international community in seeking pathways towards an end to the conflict.
