He warned that the current system continues to reflect structural inequalities, with decision-making power concentrated in a small group of wealthy nations. Institutions such as the International Monetary Fund and the World Bank, he noted, remain shaped by outdated governance structures that grant disproportionate influence to a few while excluding much of humanity from meaningful participation.

The Independent Expert argued that economic policy cannot be separated from human rights obligations, stressing that austerity and structural adjustment policies have often undermined access to education, healthcare, and social protection. He called for democratization of international financial institutions, stronger accountability mechanisms, and the integration of human rights assessments into all financial operations.

Mr. Katrougalos urged that financial institutions work more closely with the United Nations human rights system and that their leadership reflect genuine geographic diversity. In closing, he called upon Member States to work toward a “human rights economy”, one that places people before profit and dignity before debt. In this way, we can strive for a democratic and equitable international order is not merely aspirational but a moral and legal obligation.

Speaking on behalf of the Sovereign Order of Malta, Margherita Calice reaffirmed that the promotion of a democratic and equitable international order is fundamental to protecting human dignity and sustaining peace. She stressed that democratic values, participation, transparency, accountability, inclusion, and respect for the rule of law, are universal principles that must underpin international cooperation. When applied at the global level, these values ensure that governance serves the collective good rather than narrow interests.

Ms. Calice highlighted the Order’s humanitarian engagement in education as a cornerstone of inclusion and empowerment, contributing to a more just and participatory international order. In Albania, the Order supports after-school and first-aid training programmes for Roma and Egyptian minority children; in Brazil, initiatives promote digital literacy and vocational training; and in South Africa, bursary support and early childhood education provide pathways to opportunity for disadvantaged communities.

She emphasized that these initiatives reflect the Order’s conviction that education is central to both individual dignity and the building of just, resilient societies. Recalling Pope Benedict XVI’s words in Caritas in Veritate, she noted that lasting development, justice, and peace depend on a renewed sense of shared responsibility for the common good.

Ms. Calice concluded by reaffirming the Sovereign Order of Malta’s commitment to impartial humanitarian action and its readiness to work with all partners to promote an international order founded on solidarity, participation, and the inalienable dignity of the human person.

The discussion reaffirmed that a truly democratic and equitable international order requires global institutions to reflect fairness, inclusion, and accountability, principles that remain at the heart of the Sovereign Order of Malta’s humanitarian mission.

["GET
