He warned that treating land as a commodity often results in exclusion and dispossession, deepening inequalities between those who have homes and those who do not. He called for a human-rights-based approach to land governance that redefines property as a social function\u2014anchored in communal and democratic forms of land use\u2014and announced that he would present guiding principles on human-rights-based resettlement to the Human Rights Council next March.<\/p>\n<p>Ms. Somin Park, in her statement, highlighted that adequate housing is a cornerstone of human dignity and a prerequisite for human development. She underscored that 1.8 billion people worldwide still live in informal or inadequate housing, many without access to clean water, sanitation, or electricity.<\/p>\n<p>She further elaborated that the Order of Malta, through its humanitarian aid agency Malteser International, provides housing and shelter support in multiple regions affected by conflict and disaster. In Ukraine and neighboring countries, the Order has transformed public buildings into temporary shelters for displaced families. In Iraq\u2019s Nineveh Plains, it has helped reconstruct over 1,000 family homes destroyed during conflict. In South Sudan and Lebanon, the Order has repaired damaged housing and community infrastructure while training local workers in construction and masonry to foster self-reliance.<\/p>\n<p>Ms. Park concluded that while these efforts remain vital, they must be accompanied by long-term strategies that address the structural roots of housing insecurity. She called for stronger legal protections against forced evictions, greater empowerment of local actors, and integrated recovery planning that links housing with access to education, employment, and public services.
