Dunlap, addressed the second plenary session of the Ukraine Recovery Conference. Co-organized by Italy and Ukraine, the 4th Ukraine Recovery Conference seeks to garner international support for the reconstruction, reform, and modernization of the country.

In his address, the Grand Master reaffirmed the Order of Malta’s call for the international community to uphold the principles of International Humanitarian Law, condemning targeted attacks on civilians, aid workers, and critical infrastructure. He emphasized a human-centered approach to Ukraine’s recovery, identifying the care of orphans and children, as well as comprehensive treatment for the physical and psychological wounds inflicted by the war, as top priorities.

As part of this effort, the Order of Malta has established centers across Ukraine offering psychological support services. In the past three years, over 60,000 psychological services have been administered to more than 37,000 adults and 45,000 children, including both refugees and internally displaced individuals.

Additionally, the Order has facilitated the distribution of more than 10,000 tons of aid, assisted more than 300,000 people at borders, and established 60 shelters to house the displaced.
